										<content:encoded><![CDATA[<p>Please be advised at the direction of Chief &amp; Council, the following new measures for pandemic restrictions have been declared:</p>
<ul>
<li>Visitor(s) are required to provide proof of vaccination at the checkpoint gate. <strong>THERE WILL BE NO ENTRY TO UNVACCINATED INDIVIDUALS</strong> who do not ordinarily reside in our community. <strong>This includes unvaccinated band members</strong> who do not live in the community.</li>
<li>Proof of vaccination will be required to enter any of the workplace buildings in our community. Unvaccinated members who reside in our community must conduct business only through phone, email, or using Zoom.</li>
<li><strong><em>VISITOR FORMS must be filled out prior to entering our community. </em></strong>There will be absolutely no exceptions if the gate staff have not received a form for your visitor(s). Be mindful of where your visitors are coming from. &#8220;Hot Spots&#8221; are places that have a higher rate of positive cases.</li>
<li>Visitors unwilling to provide information during screening at the gate such as name(s), screening information, temperatures, etc. may result in being denied access into the community.</li>
<li>When approaching the gate, please reduce vehicle speed and drive with caution. This is a safety precaution for the gate staff.</li>
<li>Gate staff require additional time to perform screenings. Community members are expected to be patient when screenings are performed.</li>
<li>When on medical trips or traveling outside of the province, please continue to physical distance, wear your masks when out, wash your hands regularly. Protecting yourself leads to protecting the community.</li>
<li>Any unacceptable behaviours or actions in the community will result in visitors being asked to leave and authorities will be contacted if needed.</li>

<p>As we are in an outbreak situation, we are implementing <strong>immediate visitor restrictions</strong> at Lake of the Woods District Hospital until we have determined the extent of the COVID-19 spread. This restriction is effective Saturday March 6th at 3:00 p.m. and until further notice.</p>
<p>Limited exceptions may apply to end of life patients, as well as other extenuating circumstances. Any exceptions will be determined by the unit manager or delegate.</p>
<p>Early recognition and swift actions in response to these episodes are essential for effective management of any outbreak. Actions will include contact tracing, testing and isolation of exposed staff and patients. Our Infection Control team is currently investigating the origin of the outbreak.</p>
<p>The Northwestern Health Unit has been notified appropriately and we are working in collaboration to ensure effective control strategies are initiated.</p>
<p>The Hospital will comment further once we know the full extent of the outbreak.</p>

										<content:encoded><![CDATA[<p>Lake of the Woods District Hospital (LWDH) has seen an increase in the number of inpatients with COVID-19 over the past week. The facility currently has four people hospitalized with COVID-19, two of whom who were admitted due to severe symptoms of the virus.</p>
<p>“This serves as a reminder to the public of how serious a COVID-19 infection can be. All prevention measures must continue to be followed by residents of the Kenora area to prevent our health care system from becoming overwhelmed,” says Ray Racette at LWDH.</p>
<p>Northwestern Health Unit (NWHU) urges the public to keep two (2) metres distance from anyone they do not live with. “Most of the recent cases of COVID-19 in our region have spread through informal gatherings. By following public health measures and not getting together with those outside of your household, we can prevent spreading the COVID-19 virus,” explains Dr. Kit Young Hoon, Medical Officer of Health at NWHU. In addition, Dr. Young Hoon reminds the public to continue practicing good hand hygiene, staying home when ill, and wearing masks when in enclosed public spaces and when physical distancing cannot be maintained.</p>

										<content:encoded><![CDATA[<p><strong>Vaccine rollout to First Nations elder care homes </strong></p>
<p>Despite the reduced availability of the Pfizer-BioNTech vaccine due to shipment delays, the delivery and administration of the vaccine to the most vulnerable members of your respective communities remains a priority. The Ontario government has accelerated the vaccination of residents and staff in long-term care, high-risk retirement and First Nations elder care homes with a new target date for completion of <span class="__postbox-detected-content __postbox-detected-date">February 5, 2021.</span></p>
<p>To protect access to second doses of the Pfizer-BioNTech vaccine for those who have already received their first dose, Ontario will maintain the maximum interval of <span class="__postbox-detected-content __postbox-detected-date">21-27</span> days for long-term care, retirement and First Nations elder care home residents and staff.</p>
<p>The Ministry of Health has provided information to each Public Health Unit (PHU) indicating the number of vaccines that they should expect to receive and the need to prioritize elder congregate care settings. PHUs have been told that vaccine delivery in First Nations communities will be determined by community leadership and that they are to work with the communities to ensure that resources are in place to deliver accordingly.</p>
<p><strong>Operation Remote Immunity</strong></p>
<p><span class="__postbox-detected-content __postbox-detected-date">Today</span> — <span class="__postbox-detected-content __postbox-detected-date">February 1, 2021</span> — Ornge announced the official start of <a href="https://www.ornge.ca/news-articles/2021/february/vaccination-efforts-accelerate-across-ontario%E2%80%99s-northern-fly-in-communities" target="_blank" rel="noopener">Operation Remote Immunity</a>, providing access to the Moderna vaccine to residents aged 18 and over in remote fly-in communities. Vaccination teams under the direction of Ornge will travel over the next three months to 31 northern, fly-in NAN communities and Moosonee to deliver and administer the vaccine to residents wishing to receive it.</p>
<p>The plan was co-developed in partnership with Nishnawbe Aski Nation (NAN). This week, teams will be visiting Neskantaga, Slate Falls, Muskrat Dam, Fort Severn, Kashechewan and Webequie. Operation Remote Immunity aims to complete its work by <span class="__postbox-detected-content __postbox-detected-date">April 30, 2021.</span></p>
<p>It is critical that we continue to communicate to everyone that they should follow public health measures to limit the spread of COVID-19 and keep communities safe.</p>
<p><strong>Moderna Vaccine Supplies </strong></p>
<p>On <span class="__postbox-detected-content __postbox-detected-date">January</span> 29<sup>th</sup>, we learned from the federal government that Ontario’s allocation of Moderna vaccines for the week of <span class="__postbox-detected-content __postbox-detected-date">February 1</span> will be decreased by 18,200 doses. This reduction will be offset by a contingency amount of vaccine the province has established to address emergent issues such as this, mitigating the resulting impact to sites and vaccine administration.</p>
<p>This is disappointing news and we are once again determining the impact further reductions will have on Ontario’s vaccination rollout. Updates and messaging will be shared when they become available.</p>

Pre-screening will be completed before entering the office. Masks are mandatory. Anyone refusing to pre-screen or to wear a mask while in the office will be asked to leave.</p>

<p>Students will still be allowed to go to school for in-person learning.</p>
<h3>Checkpoint</h3>
<p>The gate will remain open from 7:00 am to 11:00 pm daily. If you have work shifts after these hours, please provide an employment letter to verify. Non-compliance or threatening behavior towards the checkpoint workers will result in the authorities being contacted.</p>
<h3>Out of town medicals</h3>
<p>Band and community members that must attend medical appointments out of the region, must self-isolate for 14-days upon return to the community. Please limit the number of individuals travelling to the appointment when possible.</p>

<p>If you are a band member living outside of the region and planning to return home, you will be expected to self-isolate for up to 14 days upon your return to the community. For anyone moving to the community from within the northwestern Ontario region, you may be asked to get tested for COVID-19 prior to moving in. Please be mindful that this pandemic is not over. Please stay diligent, safe, and look out for one another. Wear your mask when out in public, wash your hands frequently and follow public health measures. Together, we will get through this.</p>

										<content:encoded><![CDATA[<p>Members of the Treaty Three Police Services Have been receiving rapid COVID-19 testing as part of a pilot project in conjunction with Kenora Chiefs Advisory (KCA) and Waasegiizhig Nanaandawe&#8217;iyewigamig (WNHAC). The Employer Antigen Screening Pilot assesses the value of the PanbioTM antigen test as a screening tool to support employee safety and business continuity in a variety of workplaces. Results from this pilot will support an increased understanding of how rapid antigen testing could be deployed more broadly to support provincial COVID-19 response activities.</p>
<p>The PanbioTM is a rapid point-of-care antigen test, meaning that it can be performed anywhere (i.e., on-site, at the place of employment) by a regulated health professional and does not require shipping a specimen to a lab for processing. It is currently administered through a nasopharyngeal swab and takes approximately 15 minutes to yield results.</p>
<p>“This pilot project enables us to provide an added layer of protection for our Treaty #3 communities,” says Chief of Police Kai Liu. “I commend all our staff for participating in this important project as we continue to analyze preventative measures of COVID-19. This health initiative has come together as the result of a strong collaborative partnership with Kenora Chiefs Advisory, Waasegiizhig Nanaandawe&#8217;iyewigamig, and Ontario Ministry of Health, with a special appreciation to Grand Council Treaty #3 for their continued advocacy of health safety in our communities.”</p>

<p>&#8220;I am delighted to see that our Treaty Three Police service is part of the pilot program to assess rapid testing for COVID-19. It is great to know that this testing is taking place right here in the northwest and I truly appreciate the volunteer efforts by Treaty Three Police leadership and staff to partake in this important learning for rapid testing. <p>The testing began Dec. 9 and will be performed weekly at the partner agencies until March 31<sup>st</sup>, 2021 at which time the project is expected to end.</p>
<p>The Ontario government will continue to monitor Health Canada approval of additional rapid testing devices for potential implementation within this pilot program in the future.</p>
<p>The Treaty Three Police Service is a self-administered Policing entity under the First Nations Policing Program in Canada and is responsible for full policing duties spanning 55,000 square miles of the Greater Treaty Three Region in Northwestern Ontario. This includes approximately 20,000 residents in 23 First Nation Communities.</p>

<p>The Canadian Medical Association (CMA) Foundation’s COVID-19 Community Hospital Fund granted $100,000 to Lake of the Woods District Hospital (LWDH) as part of its COVID-19 relief initiative to support those on the frontline of this pandemic. The funds announced will be used to purchase physical barriers to limit droplet transmission in shared work and treatment areas and Powered Air Purifying Respirators (PAPRs). PAPRs provide equivalent protection to N95 masks but are much more comfortable to wear for a prolonged period of time. PAPRs also allow patients to see staff members’ faces which improves communication, especially with hearing impaired patients.</p>



<p>“We are very appreciative of the CMA Foundation funding and the improvements in safety and prevention of infection spread that this investment will enable,” says Ray Racette, LWDH President and CEO.</p>



<p>The CMA Foundation announced the COVID-19 Community Hospital Fund as part of its commitment to provide COVID-19 relief. The $5 million fund supports hospitals across Canada with fewer than 100 beds to meet their evolving needs with activities, equipment and training that enhance staff wellness, improve access to care and help prepare for future pandemics.</p>



<p>&#8220;I am inspired every day by the dedication of physicians, health care providers and all hospital workers as they continue to confront the COVID-19 pandemic head-on,” says Allison Seymour, CMA Foundation president. &#8220;We know these are extraordinary times that require extraordinary support. <p>PARTIAL LOCKDOWN LIFTED – Effective today, the partial lockdown is officially lifted.</p>



<p>Chief and Council issued a media release earlier today. The 3 COVID-19 cases have been resolved. The public health team visited the family and then met with the pandemic team.</p>



<p>TESTING UPDATE: 54 COVID-19 tests were conducted. All have returned as negative!</p>



<p>SELF-ISOLATION: We have a few individuals still in self-isolation for a couple of more days as advised by public health. If you’re in  isolation, you are permitted to go into your yard for fresh air, exercise, etc. Please refrain from contact with anyone outside of your home.</p>



<p>STUDENTS &amp; DAYCARE CHILDREN: Bussing resumes Wednesday, December 9.</p>



<p>CHECKPOINT: The gate will be open from 7:00 am to 11:00 pm daily. Only community members doing shift work in town or for medical emergencies will be allowed to leave after 11:00 pm.</p>



<p>Non-compliance or threatening behavior towards the checkpoint workers will result in the authorities being contacted.</p>



<p>OUT OF TOWN MEDICALS: Band and community members that must attend medical appointments out of the region, must self-isolate for 14-days upon return to the community. Please limit the number of individuals travelling to the appointment when possible.</p>



<p>VISITORS: Any visitors are required to get prior approval from Chief or a Council Member or the Pandemic Coordinator. Visitors are to visit only one household and not to go around the community.</p>



<p>BAND OFFICE: The Band Office remains open Monday to Friday with the following restrictions:</p>



<ul class="wp-block-list"><li>Only staff (that didn’t receive notice to self-isolate)</li><li>Only primary care workers</li><li>Only clients in for their primary care appointments (just in and out – no visiting) In-person programming remains cancelled (ie. workshops and events). Should community members require appointments, they are to phone the office and arrange a time. Pre-screening will be completed before entering the office. Masks are mandatory. Anyone refusing pre-screening or to wear a mask while in the office will be asked to leave.</li></ul>



<p>MOVING TO THE COMMUNITY: If you are a band member living outside of the region and planning to return home, you will be expected to self-isolate for up to 14 days upon your return to the community.</p>



<p>For anyone moving to the community from within the northwestern Ontario region, you may be asked to get tested for COVID-19 prior to moving in.</p>



<p>Please be mindful that this pandemic is not over. Please stay diligent, safe, and look out for one another. Wear your mask when out in public, wash your hands frequently and follow public health measures. Together, we will get through this.<br></p>

<p>Niisaachewan Anishinaabe Nation has received confirmation from the public health team that the COVID-19 cases have been resolved. On November 26th, Chief and Council were notified that a household of 3 tested positive.</p>



<p>The community was already in partial lockdown prior to the notification. An assessment team conducted contact tracing within 24 hours of the notification.</p>



<p>Leadership, upon notification, met with both federal and public health officials to mitigate the spread within the community and the Kenora region. A total of 54 COVID-19 tests were administered within days of the notification. All tests have since returned as negative.</p>



<p>“<em>The family is doing well and we are grateful for all the prayers offered for the family and the community. The communications piece within our pandemic plan was essential to alleviate concerns from our community members and surrounding communities. Our pandemic team held daily briefings, maintained constant contact with the family and provided community updates. A special thank you to the Kenora Chiefs Advisory for all the support received over the past two weeks</em>”, said Chief Lorraine Cobiness.</p>



<p>The partial lockdown is lifted effective immediately.</p>



<p>We thank our community members for your patience and understanding of the measures we implemented over the past two weeks. We remind our community members to wear a mask when out in public, wash your hands frequently and follow other public health orders.</p>

The end of the lock-down continues to be Wednesday, December. 9. Please keep in mind, the lock-down may be extended but notice will be given.</p>



<p><strong>SELF-ISOLATION:</strong> If you’ve been tested for COVID-19, you are to be in self-isolation for 14 days. You will not be permitted to go to town until you have completed your isolation or received a negative result.</p>



<p>We ask for those individuals that have been tested to remain in your homes. You are permitted to go into your yard for fresh air, exercise, etc. Please refrain from contact with anyone outside of your home.</p>



<p>If you need food assistance while in self-isolation, please do not hesitate to contact Martina Strong (number listed below). We will do our best to meet your needs.</p>



<p><strong>TEST RESULTS:</strong> Please be prepared to show your negative test result at the gate. A screenshot (with the date of the result) can be sent to Lorraine Kabestra, Health Director and Tania Cameron, Pandemic Coordinator. This information will be kept confidential.</p>



<p><strong>SHOPPING DAYS:</strong> The checkpoint staff will allow passage at the gate from 8:00 am to 11:00 pm on the following dates:</p>

<p>Tania Cameron will be at the gate with the confidential list to verify who received the negative test result and allowed to pass.</p>



<p><strong>STUDENTS &amp; DAYCARE CHILDREN: </strong>The partial lockdown continues to include students attending school and children in daycare in Kenora. Parents and guardians, please make the necessary arrangements for school work for your child(ren).</p>



<p><strong>CHECKPOINT: </strong>Checkpoint staff are authorized to refuse entry to visitors and to search vehicles for compliance. Non-compliance or threatening behavior towards the checkpoint workers will result in the authorities being contacted.</p>



<p>Community members may use the checkpoint for deliveries of items (pick up and drop off). Checkpoint staff are not responsible for any missing items. Please ensure you set up a time for a pick up.</p>



<p><strong>MEDICALS:</strong> Lorraine Kabestra, Health Director, will have medical appointment confirmation slips that must be provided to checkpoint staff to be allowed out and to return. Please return the confirmation slip to the checkpoint staff.</p>

<p>The Kenora Catholic District School Board has received notification of a second positive COVID-19 case at St. Thomas Aquinas High School and is working closely with the Northwestern Health Unit (NWHU) to reduce the spread of the virus. The positive case is being followed up by the Northwestern Health Unit, and all close contacts of the case will be called and given instructions by public health.</p>



<p><strong>Out of an abundance of caution and through the contact tracing process, the Northwestern Health Unit has decided to close all the Grade 8 classes at St. Thomas Aquinas High School effective Saturday, November 28.</strong></p>



<p>The NWHU has advised that they are classifying the two confirmed cases of COVID-19 at St. Thomas Aquinas High School as an outbreak.<strong> The outbreak is confined to the Grade 8 cohort.</strong></p>



<p>The situation is being classified as an outbreak because it meets the Ministry’s definition, which defines an outbreak in a school as two or more lab-confirmed COVID-19 cases in students and/or staff in a school within a 14-day period, where at least one case could have reasonably acquired their infection in the school setting.</p>



<p>St. Thomas Aquinas High School remains open to all other students who have NOT been identified as a close contact by public health and told to self-isolate.</p>



<p>St. Thomas Aquinas High School are working with the NWHU to make sure all potential risks are minimized. Due to their COVID-19 prevention strategies in place, those staff and students not contacted by the school can continue to attend school as usual.</p>



<p>All students and staff should use the Government of Ontario’s school screening tool daily before attending school. <a href="https://covid-19.ontario.ca/school-screening/" target="_blank" rel="noreferrer noopener">https://covid-19.ontario.ca/school-screening/</a>.
